Installing .Net Framework 4.5.1 on Windows 7 causes error 0xC8000222.
This error code may be caused by the corruption in Windows Updates datastore.
.Net Framework 4.5.1 Supported OS:
- Windows Vista / Windows Server 2008 (SP2)
- Windows 7 / Windows Server 2008 R2 (SP1)
- Windows 8 / Windows Server 2012

Solutions:
- Open services, stop BITS (Background Intelligent Transfer Service) and Windows Update services
- Open windows explorer and navigate to C:\Windows\SoftwareDistribution
- You can either rename C:\Windows\SoftwareDistribution to C:\Windows\SoftwareDistribution.OLD or you can delete all files and folder under C:\Windows\SoftwareDistribution
- Go back to services, just turn on Windows Update services
- Run .Net Framework installation again
